I notice that nobody has answered your query, so I'll take a shot at it.
Dayton is in Montgomery County, not Greene. I have collected a set of
Montgomery County agencies from email messages to various lists and will
append the list to this message, which will make this rather a long reply. I
don't guarantee the accuracy of the data, but it is what I would use if I
were trying to contact an agency in Montgomery County. Good luck.

Official recording of birth and death records in Montgomery County began in
1867. These records were entered in ledger books. Birth records included
the date of birth, given name (in most cases), surname, township or city (in
most cases), father's name, mother's name and in some cases the parent's
residence. Death records included the date of death, name, marital status,
age, place of death, place of birth, occupation, cause of death, and in later
years, father's name, mother's name, and residence. Ledger entries continued
until 1909, at which time the county started using birthcertificates. The
original ledgers containing birth and death records from 1867-1908 are
located at the Montgomery County Archives and can be researched by the
public. However, no copies can be made of the ledgers. The staff will look
up the record you want on microfilm and make a copy. Copies are 25 cents
each.
Birth and death records from 1867-1908 also are on microfilm at the main
branch of the Dayton and Montgomery County Library and at the Wright State
University Archives.

Birth and death certificates from Jan. 1, 1909 to present. A recording at
the above number gives information on how to request certificates.
Uncertified copies of birth and death certificates for
genealogy purposes can be obtained for $1.00 each. Certified copies for
official purposes are $7.00.
