My book on Genealogical Research in the National Archives says "Except
for a short time during the Civil War, passports were not required of
U.S. citizens traveling abroad before World War I. They were frequently
obtained when not required, however, because of the added protection
they might afford. The National Archives has passport applications
received by the Department of State, with related records, 1791-1925."
My great grandfather returned to his native Denmark twice in the early
1900s, but I was not able to find passport applications for him. It is
certainly worth looking into, however.
