Elaine, from the 1916/17 Cincinnati City Directory:

The Victor Lamp Company, Wm J. Corcoran president. Edward B. Corcoran
secy and treas. Auto lamps, northwest corner Colerain Av. and Sassafras.

They were not in existence under that name by 1928/29 so I cannot
confirm that they were still at that location in 1918. Maybe someone
else has a directory for your exact year or the few years following 1918.
