There are two Philip SEELs listed in the "Huron County, Ohio Marriages
1855-1877 Vol 2". They are:

SEEL, Philip C. KNOLL, Louisa 7 Dec 1870 Vol 2 Page 234

SEEL, Philipp BENDER, Elizabeth 20 Sep 1968 Vol 2 PAge 131

I checked Vol 1 and Vol 3 of the "Huron County, Ohio Marriages" set and
didn't find any other Philips or any Jacobs. If you would like copies of
these records, you can send $1.00 for each copy and a self addressed
stamped envelope to: Huron County Probate Court
