I was out to Youngstown last year and had the same trouble at the Health Dept. They were rude. Maybe they were still getting used to the move to the new building.
I thought it was hard to find. The map I printed out from Expedia didn't help much either.
I did go to the court house also and they were more friendly there. Someone actually came out from behind the desk and helped me leaf through old records. We didn't find what I was looking for, but she was helpful none the less.
I am planning on going back sometime here either very soon (in the next 3 weeks) or in the fall. I might be able to help you with look ups if your interested. Mail me back and let me know.
