The story about changes and possible increased costs in regard to getting
records from the National Archives 'broke' yesterday or the day before. It
is now being called by NARA officials 'premature' and slightly inaccurate.
This is just a proposal at this point. That proposal needs to be better
worked out and then presented for comment and finally put into place. We
are only at the earliest stages of this process. Here is the official
statement released by NARA

The National Archives and Records Administration
(NARA) will be issuing a proposed rule within the next few weeks that will
revise fees for reproduction, including the "fixed-fee" orders in the NATF
80 series. The proposed rule will have a 60-day public comment period,
during which time we will actively seek the comments of the user community.
The proposed rule is presently undergoing internal government review. When
it is released for publication in the Federal Register, NARA will notify
the national genealogical organizations and post a copy of the proposed
rule on its web site. The message will include the exact URL and the
address for sending comments.

To answer your specific question, this restructuring of fees, if approved,
will eliminate sending partial files. That is, this proposal would raise
the price but you would get a photocopy of ALL materials in a file, not just
a selection as you got before. As you noted, the problem with a selection
is that you are at the mercy of a NARA researcher to copy the relevant
information. I am not certain exactly what will be covered by this new
policy, but at this point it is all just a PROPOSAL. You will certainly
hear more about it as the days pass.
