According to state law, there is no standard fee set for uncertified copies
of public records. Each county can set their own rates for uncertified
copies. Defiance County only charges 25 cents. While Paulding County
charges $1.00. But the law does state that they can only charge for the
cost of the copy (paper, ink), not for the cost of labor to have the clerk
run it off. So you might be able to succesfully convince your Board of
Health Directors to look into it and change their fees. A letter to the
director of your Health Department citing the law, may do the trick.
