I don't have the books or the knowledge (for sure) to look this up.
However I had a couple thoughts I'd offer. Starting with if I'm not
mistaken you have to prove you ARE the adopted party in order to get or
view adoption records in Ohio. I don't know how far back that law applies.
Secondly, I know in several cases you have to REALY hunt for the birth
certificates and or legal papers for adopted individuals. For instance the
Township safe in Union Twp Mercer Co Ohio has a number of old birth
certificates for those adopted during a set period of time. No regulation
was ever issued to have them moved to either the health department or
probate court.
And lastly... It is at least a strong possibility that there was no
legal adoption at all. It was very common for a neighbor, or family
member, to simply take in a child. I have seen it in my research where a
infant simply changed hands because it's parents could not feed it.
