Probably you first want to go to Caldwell, the county seat. There you can look through books of graveyard transcriptions in the library, which will be much more efficient than scouring the countryside :-). Caldwell is on I-77, about 18 miles south of Cambridge.
Elba is another 11 miles south of Caldwell. Take I-77 south about 8 miles, get off at Macksburg (OH SR 821), and continue south another 3 miles. My map still shows the railroad passing through Elba, running along the west fork of Duck Creek.
Keep in mind that Elba is actually in the next county south of Noble; Washington, I think. The county seat is Marietta (I think). So, you may have to go there to find the graveyard transcription you are looking for. Some of my ancestors lived in Lawrence Co. close to the Gallia Co. line, and are actually buried in Gallia Co.
