I believe the tax lists at the Pickaway Co. Gen Library are hte real estate
tax lists. The "County Levies" (I think they are called), i.e. personal
property tax lists, are housed at the Ohio Historical Society in Columbus.
I was able to find my ancestor, Stephen Duchman, listed in 1818-1825, and I
had not been able to find either him or his brother, John Dughman, anywhere
else, not even in the 1820 census. Even now that I know for sure which
township, I still cannot find them in 1820 census. It's well worth the trip
to Columbus for these lists. I'm sorry I don't know what years are
available, but I think you can search the OH Hist Society's holdings in
Columbus. Check what is available for Pickaway Co. Happy hunting. Ann
