I've just returned from a visit to Pickaway County and have also been in contact with them by mail. All vital records are kept in the Probate Court of Common Pleas.

They aren't online. Therefore all contact has to be via mail or possibly telephone.

The Genealogical Society may have copied some of these records. Their hours and mine weren't compatible when I was there.

Birth and Death Registers don't begin until 1867 and certificates weren't issued until 1908 when the state mandated it. The Register for Marriages is older, but I don't remember the exact starting date.

At present they aren't charging for copies of vital records.
