Hi Charlene,
You can obtain a copy of the record from:

Washington County Probate Court
205 Putnam St.
Marietta, OH 45750
(740) 373-6623

They have marriage records from 1789. The record will probably not
contain more than the names of the people that got married and the cities
they lived in, and of course the date, also who married them. You will get a
Xerox copy of the record. The marriage records were just a journal entry in
a book. They'll send you a copy of the page, which will contain other
marriage records.
When you write for the record, give the volume and page number as well
as their names and date of marriage. Enclose a self-addressed stamped
envelope. Do not send money with your request. They will notify you that
they have the record and how much money to send. You can send a money order
or cash and they'll send the record.
