Unfortunately there are several problems with your question.
Tulsa is located in Tulsa county not creek county and the 1890 federal census does not exist for Indian Territory which is what Oklahoma was until 1907. Which means Creek County and Tulsa county neither existed in this time frame either.
The 1890 census which almost all got destroyed in a fire has left major gaps in genealogical history.
