I ran into absolutely no problems getting the medical records /canister of my great grandfather for whatever reasons unknown to me. Maybe because we requested the records before 9/11 it was easier. But we reclaimed the cremains when the focus was on the hospital and all those copper canisters were in the newspaper. My father was even photographed and interviewed for a possible book on the subject (which is on hold at this time). Bill Diadato (NY fashion photographer) was given access to the records and the cremains and took many photos of them. I wonder if you wrote an email to him to see if he has a picture of those records you are looking for? Would be a good way if he hasn't signed some kind of waiver except if he was publishing it, what would be the secrecy??? You can google his name or I can look it up when I have access to my computer at home.
I now consider myself extremely lucky to have my records after reading all of the posts to the ORforum!
