Thanks to all who helped with my question regarding Oregon birth
certificates which lacked a date of registration. I did get a new
certificate in todays mail but it is not a photocopy of the original, it
is just a printout of the desired information including the date of
registration.
Now, all I have to do is figure out how to contact the passport issuing
office in case the plastic card I submitted is not adequate.
