I've found a few more items that might prove helpful to your research:

I have the index for the following title:

Portrait and biographical record of the Willamette valley,Oregon, containing
original sketches of many well known
citizens of the past and present ..Chicago, The Chapman
Publishing Company, 1903.

Which includes an entry for:

Kelsay, Col. John, page 759.

Looks promising for your RRIW query. Unfortunately, I'm severely hampered
at the moment -- Seattle Public Library is closed for remodeling until July
or later. (Just another reason why I can't wait to get moved back to
Oregon!)

I think I've located another place to find this book, which I'll check
tomorrow. Otherwise, perhaps someone else on the list knows of a copy
near-at-hand, and can pull a copy of Kelsay's bio for you.

Here are some more DLC entries that you might not have seen:

1) REJECTED Oregon DLC applications filed at The Dalles Land Office:

Keith, Warren c., 8022 (or 8023), Wasco Co, T2N 313E sec 28, 29, 320a on
Columbia River; b 1818, Hardin Co, Ky; Arr Ore 1/7 Oct 1852; SC 16 Feb 1853
to 23 Feb 1860; m Sara 11 Aug 1844, Ind. SC aff: Edwin R. Stevens, John T.
mathias, Daniel Baughman, Nathaniel H. Gates.

I'm not sure how to reconcile the fact that this item is listed as rejected,
though shows a date for SC: settled claim. Another question that the State
Archives may be able to help with.

No. 3251 Morris, Nathan, Wasco Co; b 1833, Tenn: Arr. Ore. 15 Dec !853, Sc
15 Sept 1855. Claim was located on Columbia River 15 mi. below The Dalles &
opposite Klickitat River. nathan Morris was d by 25 Nov 1868 & c had been
purchased by Chas. N. (H) Breme (Brener). Aff: Richard Marshall, John Q.
A. Morris, Warren C. Keith, Jonah H. Mosier.

No. 2173 POWERS, Ediwn, Marion Co; b. 1822, Windsor Co, Vt; Arr. Ore 8 Oct
1852; SC 8 Dec 1853; m Sarah Ann 29 June 1845, St. Charles Co, Mo. Aff:
Daniel W. Keith, Benj. B. Powers, I.S. Swearinger, Geo. Schneadeke.

No. 3771 Denton (X), Charles W., Wasco Co; b 1830, Va; Arr. Ore. 2 Sept
1852; SC 3 July 1854; m Elizabeth 1 Jan 1851, Ia. Letter enclosed calls
this one of the earliest donation land claims "this side of the mountains."
Aff: John Irvine, Wm. C. Laughlin.


You might find it useful to pull those records where the Keiths or Irvine
are listed as providing Affidavits for other claimants -- could provide
details of when they met, how long in state/county, etc.
