There are 9 ZELLS in the (incomplete) 1790 census
index that I use, all of them in PA; 8 in 1800,
also all in PA; 15 in 1801, one in MD, the others
all in PA. By 1870, there are 186 listings in
the US, most still in PA, with a few in KY and VA
and one in MD.

I am almost certain this surname is German. A
Squire John Zell of Churchtown, PA was reported
descended from Johannes Heinrick Zell, who came
to America in 1684 and whose father of the same
name is said to have founded the city of Zell in
Baden (in Germany). See the following book,
(among others) and the PA Archives which it
references for more:
