The state of Delaware DOES have counties.....there are 3 -
New Castle, Kent, and Sussex. The term Hundred is an archaic method of
dividing the 3 counties into administrative units, and was done in around
1682...they are similar to twps. This is the URL for a site offering

There have been 33 Hundreds since 1870, and they are used, today, solely
for tax assessment...before the 1960s, there were hundreds of Hundreds, and
they were used in voting. Del. is the only county that uses the term
Hundred. (nice, I think, to keep the old terms.)
