I would think it depends on what timeframe you're speaking of.
Naturalization of early settlers, those from any country except Great
Britain and its dependencies, was done by special legislation of the
colonial Assembly, from the very early 1700s up to around 1740, when it was
done by the Supreme Court. (Futhey and Cope say to see Pa Archives, 2d
series, ii.) I have a list of many of those from1709-1771, from Chester.
