Nancy,
Vista St is in old Deutschtown. The boundaries used years ago were usually
natural boundaries and waterways were the best at defining a division
between governmental entities. Until I (with Mac's help) can investigate
further, I believe the creek that formed Spring Garden would have kept
Vista St from being part of Duquesne Borough (Troy Hill). Vista St is
actually at the southern foot of Spring Hill.
