Well, first, they didn't use apartment numbers back then like they do
today.
Each person in a large house has their own "area" -- they likely all used
the same front door, then had their doors on their apartments they could
lock. As such, upwards of 20 families could live in those huge old
houses - often 3 stories plus attic and basement (depending on whether each
had just a room, or fewer families with larger areas). In some, each
apartment had its own bath and kitchen. In other houses, they shared a
central downstairs kitchen AND shared a bathroom (often one bathroom per
floor).
Each family group is separate, so each has a "head of household."
