Prior to 1906, births were indeed recorded at the local courthouse.
However, after that, they are recorded with the state...unless the person
happens to have recorded the birth at a later date. This is what is known as
a Delayed Birth Record, and in my experience, there should be some record of
this at the county level. (I have a grandfather who was born in 1887, but
didn't record his birth until 1942, and it was done through the courthouse.)
The only problem is that there is no way of knowing what year this might have
been done. Many times, if there was no record of the birth at the time it
occurred, a delayed birth record would have been necessary for certain
circumstances under which a proof of age would be needed, i.e. obtaining
social security benefits upon retirement. If the person in question entered
the military, and proof of age was needed for that, a delayed birth record may
have been obtained at that time. My suggestion would be to contact the
courthouse and make inquiries there.
