According to my 1984 edition of "The Source", pub by Ancestry, customs
officials were responsible to see that each ship docking and clearing
port was licensed and registered. They also recorded ships manifests
including crew, passengers and cargo, logs, marriages and deaths,
payroll accounts with seamen's signatures, accounts for provisions for
passengers. These shipping or customs records may or may not still exist
in customs offices, shipping companies or local archives. There are some
immigration lists from 1709 at the Public Records Office in London and
supposed to be microfilm copies available.

There were lists from Rotterdam, but they were reportedly destroyed.
That said, a lot of responsible genealogists have been looking for
records of our ancestors from Germany in the early 1700's, and while you
can't rule out a possible breakthrough now and then, they have propably
found most of what is going to be found. Those of us with German
ancestors are better off than descendants of British colonists because
the government didn't bother to keep lists of their own subjects
arrivals or make them take a loyalty oath.
