I believe the term "Burgess" as applied here refers to the chief executive
of the Borough (Johnstown). Royer, Rutledge, Storey, Dick and Horrell are
pre-1890, when Johnstown was incorporated as a city. Horrell is referred to
as the "borough's Executive", which I believe is the same job, not in
addition to, being Burgess. Boyd came after Johnstown became a city, and he
is referred to as "Mayor".

Currently, the borough's executive is referred to as "Mayor", the same as
for a city.
