Recorder of Deeds, Prothonotary, Clerk of Courts of Common Pleas and Oyer
and Terminer, Register of Wills, and the power to administer oaths. Seems
like EV James was the keeper of just about all of the records, and had a
fair amount of power at the county level. Did he have any previous
relationship with Gov. McKean?
