I wrote a thesis once. If memory serves correctly
voluntary manumission in PA was in 1832. By the 1850
census there were no slaves left in the state of PA.
It worked like this. If you had a slave in 1832 you
had to register them. Those not registered were
automatically freed. I forget how the child thing
worked but the Quakers succeeded. Within 18 years the
whole thing was done with in PA. Anyone REALLY
interested in this let me know. I can probably cut
and paste from the thesis.
