I got my copy of his naturalization from the INS. Visit their website to
find the address of the appropriate office. With the INS, you have to
send your FOIA request to *your* nearest INS office, not the office
nearest the incident. (I originally wrote to an office in PA, only to
have them send it back and tell me to mail it to a local office.)

When you write to the INS, be sure to give as much information as
possible, but most importantly the time you believe him to have
receivedhis naturalization, and where he lived at the time. And be
patient...since 9/11, the INS seems to be moving much more slowly on
FOIA requests. I had originally written for my grandfather's papers in
April 2001. In Oct 2001 I received "most" of the papers, but due to a
clerical error (which they claim wasn't their fault) I received someone
else's Declaration of Intention. I had to start all over again because
my request was closed. So, in November 2001 (post 9/11, and during the
anthrax mailings) I wrote again with even greater detail. On March 31,
2003--over a year later--I got my papers.

This didn't cost me a thing, just time.
