My grandfather was married for a second time to my grandmother. He was
married before and had two children who were raised by my grandmother. No
mention was made of a previous marriage, even though the question was asked
on the application. Perhaps it was too much trouble(paperwork)to bother
answering this question.

Maybe your gr grandmother listed her former in-laws instead of her own
parents because she couldn't be bothered with collecting the paperwork . . .
perhaps it would have involved a fee that she could not or didn't want to
pay.
