I've been away and just read your email. For the year 1890 you are probably
out of luck. Here is some information for future reference on birth and
death information available in Chester County prior to 1906:

Birth records on file in the Chester County Archives cover the periods
1852-1855 and 1893-1906. The only information on line right now covers the
period 1893-1906. (Riggtown website)

There were varying time periods when counties were required to record births
and deaths. Unfortunately for those of us searching a birth prior to these
time periods, the records are all but non existent.
It wasn't until 1906 the state of Pennsylvania required all births and
deaths be recorded in the state's bureau of vital statistics.

Someone on the Chester County genealogy page does lookups in a book entitled
Pennsylvania Births, Chester County 1682-1800 by John T Humphrey. Lookup
volunteer is Jennifer
