My grandfather got his birth certificate based on his Driver's License
and his age on his first child's birth certificate!! I guess AL didn't
require much for one back in 1930's!
I was born in GA and the doctor had a heart attach and died before he
signed my birth certificate (on the golf course! My parents forgot
about getting one for me til I needed one for a passport. So they had to
submit 3 documents to GA - my baptismal, school and doctor innoculation
record or something early showing my age! My mother even signed an
affavavit.
Each State is different and rules do change over the years. Social
Security will accept either a birth or baptismal record as primary proof
of age if these are recorded before age 6, when applying for retirement
benefits. If the delayed birth certificate was based on a baptismal
record before age 6 that is great! But they still want to see the bapt
record, unless the age of baptism is delineated on the delayed birth
certificate. There was a rush before WWII for birth certificates and
it could be that the state laws were more lenient then due to volume!!
