There are a large number of children in Chester who are unable to
attend the public schools because they have no clothing nor shoes with
which to appear in public, according to a public official. Their parents are
too straightened in circumstances to provide the necessary wearing
apparel. Truant Officer Thomas Humphreys found a boy who had been
derelict in attendance at school and it was then learned that he hadn't
shoes to wear. When taken to school the shoes he had on were literally
falling from his feet. Officer Humphreys said: “There are upwards of
5,000 children attending the public schools of this city and I find many
boys and girls are detained at home because they have no clothes.
We are anxious to supply them from this office, but we are not receiving
the assistance that we should from the people.” He said clothes and shoes
can be dropped off at the Larkin School and “we will see that they go to
the proper source.”
