It is not my intent to advertise but the best source I have found is the
AniMap program from

The interface is dated but the information is generally good. (yes there are
some errors)

Yes the list is good but unless you can locate the position of interest and
then step through the bouandary changes over time it is very difficult to
really locate which county you are in.

Also the southern boarded of PA was not well established in colonial times.
