I would enter it as:
St. Louis,,Missouri
with two commas. This will keep integrity in your database. For example, if
you did NOT use the double comma (a null county) and entered it as:
St. Louis,Missouri
then tried a search for all individuals in the state of Missouri (level 3),
you would not find your entry. Whereas if you had entered the null county,
you WOULD retrieve the entry.
