Hi, Clive,
As far as I've ever been able to ascertain, the "Independent City" concept
came to the US from Mother England. In early Georgia, Virginia and South
Carolina, Savannah, Norfolk, and Charlestown were independently governed by
bodies or individuals under the Crown. Virginia continues the practice to
this day, I think. I've not researched this, but found many references in
my genealogy work to these bodies or persons. I suspect there are many more
early cities with the same status. This may have been simply was where the
legal representative (governour?) of the Crown chose to live and hold court.
