I agree Joan,
I think my question still centers on entering this information for
documentation. If I use St. Louis, St. Louis Co., Missouri for the location
of a record then the next person could feel that the record they seek would
be located in county offices rather than city records.
I am sure that this probably isn't correct but I have been entering them in
this manner in my database to make a difference between the two:
St. Louis, St. Louis Co., Missouri
and
St. Louis (city), Missouri

And the other concern is that not all independent cities were created out of
a county.
