Yes there is. But I don't believe that you can do this within PAF.
You'll have to use a PAF add-on to do this.
Ancestral Quest will allow you to re-order your citations in your PAF
database. You would go into the Notes/Sources screen, select the Sources
tab. Then you'll see all the sources for the individual or marriage, and
you'll see the controls that allow you to adjust the order of the
citations for the record or for any event for that person or marriage.
