Brian,

Here is a possibility for creating a PAF database with the names in the
order of First Middle /Last/ if you don't mind taking some time to
experiment. As always, back up your PAF data firstly.

1. Export everything as a PAF 4 GEDCOM
2. create a new PAF file with a NEW name (so that windows doesn't replace
your PAF file)
3. In the new PAF file click Tools > Preferences > Names, and select Given
Names /Surname/
4. Import the GEDCOM
5. Verify that the problematic names are in the proper order.
6. Open the file in PAF Companion to create your reports.

If the order of the names is still wrong, go through steps 1-6 but select
PAF 3 GEDCOM.
If the problem still exists, PAF 2 GEDCOM is the last hope for solving the
problem this way. In any case it should take maybe 30 minutes at the most,
possibly as few as 10.

So long as you remember to use a new name for each new PAF file, your
original is still safe. And you can always restore your backup.

If you use extensive notes, as I do, they may be cut off progressively as
you go to earlier versions of GEDCOM. But it is worth a try. Let us know
whether it worked.
