That notice appeared in several publications some time ago,
but I cannot recall the source, regarding "lost veterans'
records found." I sent for my husband's records and got
the same reply as I had years earlier to a first request:
"not available due to loss in fire." They can recreate
SOME documents from other sources, and welcome having a
copy of papers the veteran might provide - which I sent.

It seems to be a hoax, innocently passed along, but it
has gone on for a long time.
