To get a record, you would need the marriage date. I have not tried
this for Franklin County, but one method I've used elsewhere is to
contact the county or state historical society and get a copy of a
newspaper wedding announcement, and get the date from that.
By the way, I have not yet managed to get a copy of a certificate from
any state--what they send is using just a listing--just the names and
date. Good for proof, but useless for snagging the parents of bride and
groom!
You might want to call to see what date the records begin. I couldn't
get a record for my ggrandparents' marriage in 1871--records didn't go
back that far.
