According to Smith's, "The History of Greene County Pennsylvania",
1996, on page 25, the first newspaper founded in Greene County was
the Waynesburg Messenger in 1813.

If anyone has clippings pre-dating this they are probably from one
of the predecessors of the Washington County Observer-Reporter.
Sorry, I don't have any details on the history of the Observer-Reporter.
