Lot Bowen was born in Greene Co., PA to Corbly Bowen and Joanna Garrison.
He was a member of the Second Wheeling Convention, which led to the
formation of the state of West Virginia. He was a delegate from Harrison
Co., VA. His military obligations (he was commissioned by Gen. Sheridan
as a captain, and later served as a Lt. Col. and as a Major during the
Civil War) prevented him from attending the convention. From the
proceedings of the Second Wheeling Convention:
"(Tuesday, 13 August 1861)
The President presented a communication from Lot Bowen of Harrison,
resigning his seat in the Convention, in consequence of his relations
with the United States Army preventing his attendance."
