I requested birth certificates for two aunts born in Scranton in 1907 and
1908. The Division of Vital Records in New Castle sent me a form for each
one which is titled "No - Record Certification" with my aunt's name, parents
names, etc. Am I correct in deciphering this to mean they have no birth
record? I have one from the church where they were baptized, but was looking
for confirmation as to the date. Robin in Maryland
