Ken,
Lackawanna county births registration began in 1893.
The city of Scranton began recording births in 1878.
If your grandfather lived until 1940 there is a strong possibility he filed a
delayed birth registration to document his birth to become eligible for
acceptance into the Social Security system.
Members of the Genealogical Research Society extracted these documents from
the attic of
the Lackawanna County Court House and prepared them for filming by the LDS.
GRSNP, the Marriage License office, and the LDS have these films.
