Janice,
Portions of the 1851 census are at genealogy.com (but you need to
subscribe to get them), and it is far from the full census. I think
you can do a search, to see if there are likely matches, before you
subscribe.
I believe there is a volunteer project underway in the UK to put it
online, but the progress slow, and there's no data available yet. There
are family history societies all over England, who have the data. I
have ordered booklets from the Cleveland FHS (in North Yorkshire). I
think the same data is also available on microfilm from the LDS.
