As an attorney, I can tell you that the amount of proof one must go through
to get a delayed birth certificate is most rigorous and, I think, could be
viewed as a primary source. I have been in court trying to get one for a
client. Also my grandmother needed one for the reasons you cite. It took
sworn testimony by persons present at her birth to obtain one. This is at
least as rigorous as getting one at the time, when it is a home birth, in
fact, more so.
