For what it's worth, the following PAUL families were
listed in the 1790 federal census in Montgomery Co:

Paul, Catherine pg 167 No twp listed
Paul, Daniel pg 159 No twp listed
Paul, Jacob pg 155 Abington Twp
Paul, James pg 163 No twp listed
Paul, Joseph pg 164 No twp listed

As for Clemens, I don't know the exact connection but
I strongly suspect that your line goes back to a Clemens
line that was in the area (I have an ancestor Mary Stauffer
born in adjacent Towamencin Twp in 1778 who was a daughter
of an Anna Clemens). This goes back to an English Puritan
line that emigrated to Holland after the Restoration in
the mid-1600s. In fact one ancestor was beheaded for
treason due to his having signed the death warrant for
King Charles I.
