This is an excellent question.

I have some recent experience with this process. Here is what you do:

Send your request to

Registrar of Wills
Northampton County Government Center
669 Washington St.
Easton, Pa. 18042-7486
attn. Judy Keen

You are to "[i]nclude full name, township and dates. [The] charge is
$5.00 per request. DO NOT SEND MONEY WITH REQUEST, she will bill you
prior to sending the information. It may take a few weeks depending on
current work load.
