I didn't find your WELSHANS or WELSHANCE surname in "Pennsylvania Births" by Fisher, nor in a few more books I checked.
However, the Pennsylvania "Colonial Records" has a reference for a Jacob WELSHANTZ in Vol. 12, page 219. I only have the index so cannot give you the complete reference. You probably know the "Colonial Records" run from the founding of PA until just after the Revolution.
