I wouldn't say there was no port nearby, almost all of the ports on those
lists would have still been receiving passengers in the years NARA doesn't have
the records for. The problem is not all records were saved. Its also possible
checking for available records in those towns might show that some exist
they're not just not filmed. For example New Haven was an active port, the
records aren't filmed for all years though.

One possibility I see is if the BIL became a citizen before his last trip you
might find a passport application for him, if so it might help with where he
came in and lead to the others.
