In 1888 Paul (August) Tetzel age 20 applied for United States Citizenship in
the Court of Common Pleas in Philadelphia,
My Question is............

Did he have to be a resident of Phila. to appy for this application in Phila?
The only other address that I have for him is in New York City.
Any help would be greatly appreciated,
